Owner's Representative

Job Summary 

The Owner's Representative serves as the on-site eyes, ears, and voice of the Project Owner/Developer.

You are the fiduciary guardian of the project. You do not manage the construction crews directly; instead, you manage the Contract and the Contractor. You ensure that the EPC (Engineering, Procurement, Construction) contractor delivers the facility according to the technical specifications, schedule, and budget. You are the single point of truth for investors and stakeholders, cutting through the noise to report the actual status of the project.

Key Responsibilities

• EPC Oversight & Contract Administration: Rigorously administer the EPC contract. Ensure the contractor adheres to all exhibits, including the Scope of Work, Approved Equipment List, and Quality Management Plan. Review and critique the contractor’s Primavera P6 schedule monthly. Identify "hidden float," logic errors, or realistic threats to the Guaranteed Substantial Completion Date. Maintain the project Risk Register. Proactively identify issues (e.g., "The turbine delivery is delayed," or "Permit X is expiring") and force the EPC to develop mitigation plans.

• Commercial & Financial Management: Audit monthly payment requests. Physically walk the site to verify that the "Percent Complete" claimed by the contractor matches the actual physical progress before releasing funds. Aggressively manage Change Orders. Validate whether a cost increase is truly an "unforeseen condition" or if it falls under the contractor's risk profile. Negotiate costs downward. Manage the Owner’s side of the budget, including "Soft Costs" (permits, legal fees, land leases) and contingency funds.

• Quality Assurance & Technical Validation: Oversee the Owner’s Engineer and third-party inspectors. Ensure they are performing random spot checks on concrete, welding, and electrical terminations. Issue Non-Conformance Reports when work does not meet the Owner’s Project Requirements. Refuse to accept systems until deficiencies are corrected. Witness critical startup milestones (e.g., First Fire, Hydro-tests, Performance Tests) to ensure the data is accurate and not manipulated.

• Stakeholder & Permit Management: Draft the Weekly and Monthly Executive Reports. Provide clear, unvarnished updates on budget, schedule, and safety to the Board of Directors or Lenders. Ensure strict compliance with all local, state, and federal permits (e.g., CUP, SWPPP, Air Permits). Handle relations with local landowners and municipal officials.

Qualifications

• Education: Bachelor’s Degree in Engineering, Construction Management, or Business.

• Experience: 10+ years of experience in heavy industrial construction or power generation. 3+ years acting as an Owner’s Rep, Asset Manager, or Senior Project Manager for an EPC. Deep understanding of EPC Contracts (Liquidated Damages, Force Majeure, Warranty).

Technical Skills:

• Proficiency with Primavera P6.
• Understanding of Project Finance (Draw schedules, Lien waivers).
• Strong negotiation and conflict resolution skills.

Requirements

• Travel: Ability to travel 75% to 100% of the time, often on short notice, to project sites globally, sometimes for extended durations.
• Strong verbal, written, analytical and interpersonal skills.  

• Excellent customer, communication, and interpersonal skills. 

• Ability to work independently. 

• Ability to complete multiple projects within time constraints.  

• Strong organizational skills.  

• Valid jurisdictional driver license.  

• Ability to work holidays, weekends, and overtime.  

• Ability to work both indoors and outdoors, requiring physical activity, including climbing ladders, working at elevations, bending, twisting, kneeling, crawling, pushing/pulling, standing, walking, and lifting 50 pounds.

• Ability to work in areas that may be noisy, cold, hot, dirty, and able to wear personal protective equipment.  

• Ability to meet appropriate physical requirements as determined by the corporate Health & Safety Department as prerequisites to perform certain tasks or training activities, for example, pulmonary function testing for respiratory protection, if required.

• Must be legally eligible to work in the United States without sponsorship.
