Owner's Representative

 

Job Summary 

The Owner's Representative – Engineer is responsible for the day-to-day safe oversight of all onsite engineering and equipment installation activities while following established Environmental, Health & Safety Standards to achieve an accident and injury-free construction site. This role acts as the primary engineering liaison on behalf of the ownership group, ensuring that new construction projects align with strict quality standards, project timelines, and technical specifications.

The Owner's Representative ensures that the Power Generation Facility is constructed, inspected, and commissioned in strict accordance with OEM design engineering requirements and APS guidelines, safeguarding the owner's long-term operational and financial interests.

 

Key Responsibilities

 

  • Engineering Oversight: Reviews all design drawings, specifications, and contractor submittals to ensure construction compliance with owner requirements and engineering construction plans.

  • Technical Supervision: Leads the technical oversight of multi-unit power block installations, interfacing directly with home office engineering, contractors, and original equipment manufacturers (OEMs).

  • Quality Assurance: Conducts daily field inspections to evaluate equipment installation quality, review "red-line" mark-ups, and ensure the correct assembly of start-up and commissioning work packages.

  • Issue Resolution: Monitors project scheduling and planning, working closely with the site construction team to expedite responses to Requests for Information (RFIs) and mitigate design conflicts.

 

 

Qualifications

Candidates must possess a demonstrated combination of advanced engineering education, training, and extensive field experience in a senior technical or representative capacity on heavy industrial construction sites. This role requires a highly motivated leader capable of working under limited direction while dealing effectively with employees, outside contractors, and major equipment vendors. Excellent written and verbal communication skills are mandatory.

 

Technical Skills:

The ideal candidate will have experience with new construction projects utilizing H-Class gas turbine technology. Deep technical proficiency with platforms such as GE 7HA, GE 9HA, Siemens SGT-8000H, SGT6-9000HL, Mitsubishi M501J, or M501JAC is required. Candidates must be highly skilled at reading and interpreting complex Piping and Instrumentation Drawings (PIDs), architectural designs, and mechanical specifications for large-scale power blocks and associated Balance of Plant (BOP) equipment.

 

Requirements

  • Travel: Ability to travel 75% to 100% of the time, often on short notice, to project sites globally, sometimes for extended durations.
  • Strong verbal, written, analytical and interpersonal skills.  
  • Excellent customer, communication, and interpersonal skills. 
  • Ability to work independently. 
  • Ability to complete multiple projects within time constraints.  
  • Strong organizational skills.  
  • Valid jurisdictional driver license.  
  • Ability to work holidays, weekends, and overtime.  
  • Ability to work both indoors and outdoors, requiring physical activity, including climbing ladders, working at elevations, bending, twisting, kneeling, crawling, pushing/pulling, standing, walking, and lifting 50 pounds.
  • Ability to work in areas that may be noisy, cold, hot, dirty, and able to wear personal protective equipment.  
  • Ability to meet appropriate physical requirements as determined by the corporate Health & Safety Department as prerequisites to perform certain tasks or training activities, for example, pulmonary function testing for respiratory protection, if required.

 

  • Must be legally eligible to work in the United States without sponsorship.

Job Requirements

Experience needed: Bachelor's Degree in Engineering (Mechanical or Electrical) Required. Previous experience working in an Owner's Rep/Owner's Engineer on power generation projects on Gas Turbine construction projects.
